Is it something missing in the command? An idea of probably no value but something that I did in the past for a similar situation was to create a user ID who had no access but whose e-mail address was the distribution list that was needed. The process request sent the report off to this particular 'user'. The end users simply modified the membership of the distribution list as needed. This required no coding and used delivered functionality.
